This is going to be easy, very easy - 3 Steps and you have your own blogger-blog up and running!
Step #1
Go to http://www.blogger.com and register an account or just click on the big button which says "Create a Blog"
Step #2
Choose a domain-name for your new blog! Select you blogs theme!
Tip #1: Pick a name which is easy to remember and already tells something about your blog
Tip #2: (removed, dot.tk deletes your domain or parks it after a while - dont use it!)
Tip #3: Pick a theme which fits to your blog or just use one of the many templates, most of them are very neutral and can be used for every kind of blog! (If you 'professional' enough you might get some templates from http://btemplates.com/)
Step #3
Publish your content! Keep it updated! Customize your blog! Maybe add some plug-ins
Tip #4: Remove the silly Bar on the top of your blog! Make your blog look like a real website!

Extra: How to add an extra Page on your Blog?
1. First of all: open a new post and call it "Dance with Dogs"! .. okay, fine, just name it whatever you want!
2. In the post, you'll find this above the "Submit Post" button:
3. Locate the date and time, and simply change the date to your first post!
4. Save and you will now have called your first post "Dance with dogs".
5. All you have to do now is go through your posts and find the post called "dancewithdogs". Push the "show post" button, and save the link to whereever you want to add it. Eg. a navigation bar on your blog.
